The lowest rate and APR differs between companies. They have to run your credit before they can guarantee any rate to you. So they may say, 0% for 9 mos, but after the report they can decide you are not eligible for that promo. The lowest and most consistant ive seen is the Bank of America- American Express card which is about 7.25%

I just got a Chase Visa® Platinum Card that offers a 0% Intro APR for up to 12 months. I also noticed some other cards with pretty low interest rates.
